Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
Whisk together flour, baking soda, baking powder, and salt in a bowl.
In another bowl, cream butter, granulated sugar, and brown sugar until fluffy. Add eggs and vanilla.
Divide the dough into two parts: mix black cocoa into one half, and orange food coloring into the other.
Stir chocolate chips into both doughs.
Take 1 tablespoon of black dough and 1 tablespoon of orange dough, press together, and roll into a ball. Place on baking sheet about 2 inches apart.
Bake for 10–12 minutes until edges are set but centers remain soft.
Cool for 5 minutes on the tray, then transfer to a wire rack.
